What kind of cut makes a small bust looks bigger?

I’m a fashion designer in training (ok, I’m fourteen and I’ve borrowed my moms old sewing machine) and My friend wants a dress that’ll make her look bustier. What kind of cut does that?
scoop neck? V-neck?
strapless? tank? short-sleeve?
etc….

Also any Ideas for decreasing a "belly-bulge"?

Pleas help? I’ve promised her I’d make her the "perfect" dress by the winter formal.

belly bulge- make the top, around the bust tight, and make the rest below flare out
